I.                    Call to Order

 

The NERPO Meeting was called to order by NERPO Chairman Doug Powers at 9:35 am. 

 

 

II.                 Pledge of Allegiance

 

The Pledge of Allegiance was not conducted due to there being no flag available in the room. 

 

III.               Welcome and Introductions

Conducted by NERPO Chairman Doug Powers, and Mayor Clanton of Angel Fire

 

IV.              Approval of Agenda

 

Motion was made by Fred Sparks, seconded by Renee Hayoz and passed

 

V.                 Approval of NERPO Meeting Minutes – June 29th, 2006

 

 Correction and addition to the June 29th meeting minutes was brought up by Les Montoya .  The minutes did not reflect the objection by San Miguel County  to the LGRF proposed changes brought up in the last meeting in Raton .  The membership approved the minutes with this addition and correction.   Motion to approve the corrected minutes was made by Hoot Gibson and seconded by Bobby Casados.  Motion passed.

 

 

VI.              District Engineer’s Update (Dennis Peralta)

 

Update given by Dennis Peralta the District 4 Assistant DE.  Subjects discussed were:

Rundown of GRIP 2 process and projects and the possibility of resurrecting the Bill in next year’s Legislature.  Update on District 4 Projects and the status of recent projects up for bid.  Mr. Peralta also discussed a contingency plan for the RPO to consider in case of changes to the GRIP 2 if and when it goes through.  Richard Arguello brought up that Secretary Faught had said changes were still possible to the GRIP 2 list.  Fred Sparks urged members to meet and discuss GRIP 2 with their local Legislators.  There was much discussion on GRIP 2 and its associated processes.  Les Montoya said his projects were ready and San Miguel County would not like to see changes to their projects.  Some other topics discussed with Mr. Peralta and amongst each other  were TPE contract agreements submission to LGAU,  D4 developing maps for the RPO’s LRTP, and Ports to Plains. Tucumcari wanted a follow up with District 2 on the Ports to Plains.

 

VII.            Local Technical Assistance Program Presentation (Lee Cabeza de Baca)

 

Presentation by Mr. Cabeza de Baca about the LTAP program and the assistance and opportunities provided with in the program. Mr. Cabeza de Baca also stated that LTAP provides free trainings that range from GIS, road construction, heavy equipment, professional leadership, preventative maintenance program, etc. LTAP is designed to serve the needs of local governments so he asked for members to inform him of the types of trainings and also equipment they may need such as radar guns, and road count equipment. Mr. Cabeza de Baca passed out LTAP surveys and requested that NERPO members mail them in to his office.

VIII.         Election of Officers

 

 Tabled until next meeting due to the newly approved Bylaw which states that NERPO officers will serve through September.  Members also decided to have interested members send in bios to be published to all by next meeting on 31 August 2006.  (a preliminary list of candidates is Fred Sparks and Richard Gutierrez for Chairman and Bobby Casados for Vice Chair.)

 

IX.               NMDOT Statewide ITS (Intelligent Transportation Systems Architecture)

 

 Presentation on ITS by NMDOT also discussed the future and effects of this program.  ITS is a traffic safety, data collection, and planning tool that can have multiple uses in a metropolitan community.
